EUCLID SG Winston Dookeran was formally invited by the United Nations Economic Commission on Latin America to offer a high-level presentation, which was delivered in person in Bogota, Bolivia in April 2023. This international UN conference was attended by a large international delegation of ministers from more than 20 countries.

Biography
Winston Dookeran is a Trinidadian economist and politician.
His career as an economist led to his working as Governor of the Central Bank of Trinidad and Tobago (1997-2002), Senior Economist at the Economic Commission for Latin America and the Caribbean (ECLAC), a member of the Executive Board of the Inter-American Development Bank (IDB) and Governor of the Caribbean Development Bank (CDB).
In the political sphere, he was elected to parliament in 1981 for the constituency of Chaguanas, and again in 1986 as a member of the National Alliance for Reconstruction. In 2002 he returned to political life as a member of the National Congress. In 2010 he was made Minister of Finance, and he served as Minister of Foreign Affairs between 2012 and 2015.
In the academic sphere, he has written and edited a number of books, including Power, Politics and Performance: A Partnership Approach for the Development of Small States (2012), Uncertainty, Stability and Challenges: Economic and Monetary Policy, A Small State Perspective (2006), Choices and Change: Reflections on the Caribbean (1996) and The Caribbean Quest: Directions for Structural Reform in a Global Economy (1998). He has taught Economics at the University of the West Indies and been a Visiting Scholar at the Centre for International Affairs at Harvard University. He graduated in Economics and Mathematics from the University of Manitoba (Canada) and holds a master’s degree in Economics from the London School of Economics and Political Science (United Kingdom).
